[phpa] paypal donations

Hi,

In response to some requests, and because I was trying to be wooed back
into activity by them, I decided to add a PayPal donations button to the
site. Whilst phpa and the support effort remains free, this should allow
secure donations to be made to the phpa project should people or
organisations wish to do so.
