[phpa] glibc 2.2.4 & 1.3.1pre

our Webserver makes very often an reload of the current configuration.
sometimes after reloading the webserver hangs.
until i make phpa_cache_admin -d and restart the webserver.
we upgrade to 1.3.1pre but it doesn't help, the crash stasys the same.
