[phpa] Re: accelerator and glibc2-1.3

Ok, I think one of my machines may still run 2.1.3 and I'll put up a 2.1.3
glibc version if that's the case.  I'm also considering releasing the source
privately at the moment to get different builds, so if you can contribute a
2.1.3 build then we could do that.
