Hi,

From the release notes for 1.3:

"* The flush_phpa_cache script has been removed from the release. The same
   functionality (cache destruction) has been added to phpa_cache_admin."

phpa_cache_admin -D does the same. If you want to reinitialise the cache,
use -r
