[phpa] Version 1.3.1 available for linux

Pre-release builds of version 1.3.1 are available for Linux, including a
build to work with PHP 4.2.1.

This version may give slightly better performance than 1.2p4, and is
likely to be better than 1.3.0.  It also fixes or changes one or two other
minor things from previous releases.

If you try this release, please check your error logs for error messages
and let me know if it misbehaves.
