[phpa] Version 1.3 released for FreeBSD 4.5

Version 1.3 is now released for PHP 4.1.2 and PHP 4.2.0 on FreeBSD 4.5. The
PHP 4.1.2 build should work for earlier PHP versions but after 4.0.6

A build for PHP 4.0.6 should be available soon.

The builds may work for earlier FreeBSD versions but I cannot personally
confirm this.
