[phpa] Updated 1.2dev version

Hi,

I've just uploaded the latest development
version of 1.2. This fixes a bug that could
cause random and incorrect errors reporting
headers as being already sent, and has a
a few additional minor additions and changes.

If using 1.2dev, switching to this version
is recommended.

I'll upload the FreeBSD version when this
is available.
