[phpa] Switch to moderated list

I recently switched the list to moderated only to protect members from the
occasional bursts of off topic traffic that can occur.

All posts of general interest will be approved and posted to the list, but
support emails will generally be handled off the list. Any information for
general interest arising from support emails will be posted to the list as
before.
