[phpa] Re: Simple suggestion/request

I don't think that's necessary.  Nor did Egill state the message was
off-topic.  He stated, quite correctly, that the subject had nothing to do
with the content, i.e. that the message was not on topic for the subject,
not that the content was off-topic for the list itself.
