[phpa] Port to i386 Solaris 2.8 and Alpha

A port of PHPA to the Alpha platform running Linux glibc 2.1.3 is
complete. In testing, PHP built with the compaq compiler (ccc) gives link
errors at run time when trying to load shared libraries, however built
with gcc, PHPA loads and runs.

A build for i386 Solaris 2.8 is complete and should be available on tbe
web in the next 24 hours after testing.
