The PHPA site is using version 0.1 of PHPACA with 1.2p4 without problems. 
When extending phpa_cache_admin, I was careful to do it in a way that was 
least likely to break phpaca.

With 1.2p4, be sure to remove the phpa_* cache files, and to install the 
new phpa_cache_admin program, and restart. 

One thought, I didn't test with 0.1.3 of phpaca, so perhaps that version 
doesn't work.
