[phpa] PHPA with 4.1

Hi,

To my suprise, PHPA seems to load and run with 4.1. I hadn't
tested this yet myself, and I noticed from a user who has just
has upgraded that the cache is still loading. So anyone upgrading
and who was waiting for a version compiled for 4.1 may well
find that the 4.0.7RC3 version works.
