[phpa] PHPA to support PHP Encoder

Without wanting to start lengthy encoder discussions in this forum, but
recalling people asking about this in the past, perhaps worth mentioning
is that PHPA will be supporting a new PHP Encoder product, or actually
service, to be launched at http://www.php-encoder.com

This service is a unique and affordable way of encoding single scripts
right up to full application or library releases.
