[phpa] PHPA Site Relocation

All,

The PHPA site has moved its home to a new server that's been kindly donated
by fidion.de.

The site is essentially the same as before, and email etc. should continue
to work. A logo for fidion.de at the bottom of pages identifies those
retrieved from the new server.

If emails do bounce for some reason then nick@xxxxxxxxxx is known to work.
