The error can happen if safe_mode is enabled in PHP. Just disable 
safe_mode for this script (e.g. in Apache's httpd.conf) or put the 
binary in PHP's safe_mode_exec_dir or change the owner of 
phpa_cache_admin to the owner of the script.

I for example disabled safe_mode for the complete directory where I put 
Hannes' web-interface in. You should secure this directory at least with 
IP-rules or a password then.
