[phpa] PHPA 1.3.2 released

PHPA 1.3.2 for Linux is now released. Other platforms will follow shortly.

The changes are summarised in the release notes on the downloads page, but
the main change is the removal of activation keys. Please be sure to read
the release notes to familiarise yourself with everything.

There's always the chance of a gremlin in the release or build process, so
please report any unexpected behaviour or problems to support@xxxxxxxxxx
