[phpa] If upgrading to 1.2p4...

If you use the cache admin gui, and which is working fine with 1.2p4, 
please ensure that you also install the phpa_cache_admin program that comes 
with 1.2p4, replacing the previous version.  I actually forgot to do this 
myself when upgrading the phpa site from the 1.2p1 release that I was 
using, and it caused a problem that confused phpa when someone hit the link 
to try the cache admin gui.
