Tux does exactly that.
X15 does the same in Userland iirc.
But since Tux 2.0 only 2% of the work is performed in the kernel (just
going by memory here ... just run a search an tux and you should find a
discussion between the X15 and Tux authors on some mailinglist with a
lot of interesting details)
