[phpa] About release 1.0p4

Release 1.0p4 is available again. The release was in fact OK after all, and 
my concerns due to something unrelated.

However despite the excellent SquirrelMail now working, it has shown a 
further issue I need to address and am looking into at the moment.

So thanks again for the folks pointing me to SM. It's being a big help to 
flush out obscure cases that somehow escaped my test plans.
