[PCWorks] Optimize for programs or background services?

In Control Panel/System/Advanced 
there are settings for processor scheduling and memory usage. There are
radio buttons for optimizing the computer for programs or background
services.
It seems obvious to me why one would want to optimize for programs, but
not so much why optimize for background services.

Would someone who knows comment on this?
