-=PCTechTalk=- setting up dial up

I have my new laptop! YAHOO  now am trying to get Earthlink to work, it dials 
and then nothing, says the numbers do not answer I called Earthlink and spent 2 
hours on phone with an totally dummy!  ON top of everything else he tried to 
blame the phone company that the phones wouldn't work, and guess what Like DELL 
Earthlink is using people in India and they can't understand us and I had to 
ask him to repeat several times,  they speak to fast for me to understand - and 
I always considered myself pretty smart but when you run all the words 
together.....  Anyway, excuse the anger that slipped out, 
MY question is does anyone know the settings I might need to change on the 
computer to get the modem to work with earthlink? The computer works find with 
AOL but it will not work with Earthlink.  Suggestions anyone? I have cable on 
this computer at home so don't have to deal with this.  ugh...   OH Yes it will 
dial the 1-800 number too and connect.  but when it comes to the others...  it 
dials and then you hear it make that funny sounds like it's trying to connect 
but no answering connect sounds happen.
