-=PCTechTalk=- registry reverted to old, saved file - help

I had to pull out my tower to connect a phone line so that I could fax with 
my regular modem (using dsl).  The system was running a bit slow, so I 
decided to reboot.  When I did, a got a blue screen (not death) that 
indicated that my registry was corrupted and was reverting to a saved 
registry file.  This file was from about 1 1/2 years ago, so none of my 
newer programs are running.  The problem is that I cannot get into the 
control panel or any other things, other than the various drives.  I do not 
know what went wrong, nor how to fix it.  I have not installed, or deleted, 
anything new in the past couple of months, so I don't know how the registry 
got corrupted.  Is there a way to find out what went wrong and fix it?  I 
tried reinstalling windows 98, no luck.  The only upside to this whole 
thing is that my dsl speeds are much faster.  However, I would be willing 
to revert to slower speeds if I could fix my system!  I am ready to 
reformat c, although I hate the thought of that.  Any ideas?  Thanks
