-=PCTechTalk=- does anyone know... ecrypted files?

I think they would be considered encrypted files - I'm not 
sure.
Does anyone know how to open a file and get rid of the part 
of the file that tracks the files use?
This isn't for anything illegal - I'm just curious.
Or - how to see if the file is one that can track its use.
