-=PCTechTalk=- Will Only Boot In Safe Mode

Hi:

I might not be giving enough information but, here
goes.  I have a friend and he told me that he was
defragmenting his computer in safemode and it wouldn't
complete defragmenting.  It would hang at around 75%. 
When he restarted it as he was just going to do it
again later it would only reboot in safe mode.  Even
if he clicked boot normal the cursor would jump back
to safe mode.  

I didn't ask him what kind of computer he had I only
know he is running Win 98.

Any info would be much appreciated.
