If you delete the Recycle Bin often, there's not much point in having it 
in the first place.  If you don't want the space devoted to it, 
right-click the icon, then Properties, then check the box "Do not move 
files to the Recycle Bin"
The intent of the Recycle Bin is to restore mistakenly deleted files.  
The 10% default setting for the Bin is usually overkill, so I usually 
set it at 2 or 3 %.  When you are satisfied with the setting, you should 
never have to worry about emptying it, since you have it there to 
restore things anyway (or you're concerned about prying eyes, in which 
case you would bypass it with the shift/delete keys, or eliminate using 
it altogether)
