The advanced button is on WinXP.  If it's like Win98, rightclick
desktop/properties/appearance will have settings for various desktop
appearance items.  If you have that, look for "icon" to set font.
"desktop" for color of the desktop (interacts with wallpaper setting).
The font background color is determined by the icon itself.  If it's
transparent, it will match the desktop.

If this doesn't fit what you have, someone with Win2K will have to chime
in.
