If it works sometimes, yet not other times, its VERY possible its the ISP. Try deleting that mail account under the ACCOUNTS SETUP... then recreate it from scratch. Also... do you have another POP email account that you can set up in Outlook (or OE, whichever one you said it was), and see if THAT one works fine. But, don't use an email address from the same ISP account you are having the problem with.
