Well lets list the potential problems.
First I will assume you have a CRT monitor not a LCD?

1) Have you recently moved the monitor or moved an 
   electrical or electronic device close to the 
   monitor. (speakers or large power cables,breaker 
   box)
2) Monitor--might have to get a new one
3) Virus-- Start running scanners...
4) Directx Problem. Check for Windows update. Goto Run

   type in "dxdiag". Run all the tests.
5) Driver Problem. Update Video and all Motherboard 
   drivers.
6) Could be video card. New one?

So after 3 thru 5 still have the problem. Try a
different monitor or Video Card, to narrow down the
problem.
