Hi Jo Ann,
I wipe off the vast majority of it with small pieces of paper towel. Then,
I use q-tips dipped in isopropyl alcohol (70% works well). The tips should
be pressed against the side of the liquid container to swueeze out excess
fluid before applying it to the top of a CPU or bottom of the heatsink. I
usually coat these surfaces, let stand for 10 seconds or so and then use a
clean dry q-tip to remove the result. Repeat two or three times, let both
items dry for a few minutes (make sure all alcohol is gone) and then apply a
very thin coat of fresh thermal compound to both mating surfaces, put them
together and strap it down.
Keep in mind that the purpose of thermal compund is to fill in the
miscroscopic ridges and valleys of the two mating surfaces. The end result
should not be a compound sandwich. You only want enough of the grease to
fill those surface imperfections and no more. An excess of compound will
actually make it less efficient than it would be if no compound was used.
