Hi,
I do not use Netscape, so unfortunately I am unable to
answer your question.
I would believe however that there are many members
who do use that browser/mail configuration and perhaps
they can offer a solution in the way of rules to block
a particular sender from reaching your mail box, etc.
Surely Netscape has a similar process to the OE Rules
and Blocked Senders List.
