Though this was addressed to Jim specifically, I will add my $0.02.
I do not intend to dot the i's and cross the t's but it is my understanding
that there is no file that defies removal. As long as good ole  del and/or
deltree exists. I may be wrong and if I am, it is not the first time, but I
gather what happens, according to your post, is that you actually delete
it...so to me that does not defy removal. it seems that another one is
created or maybe the same is rebuilt. If it were me, then I would do this. I
would delete it. Then restrict my actions on the computer to the minimum but
necessary things which I normally do. In any case, I will pay close
attention to all my actions on the computer recording them in writing if
necessary. Then I would go to Start >> Find>> Files/Folders. I will hold
myself down to say ONE day. When that window comes up I will click on the
Middle tab the DATE tab. and look for all files modified between  certain
dates. Depending on when you do this, it may be just ONE day. Then from
there I may find a clue as to the file in question.

   I have one called Header.tmp that defies removal or clues to its
nativity.
 I delete it and a short while later, it appears again. And, I have NEVER
stored doc or email files on the desktop!
