Sandy, this power-saver stuff was in relations to the network problems 
not the dialing.
Generally you find the power saver configuration in control panel / power.
Typically there is 3 configurations, battery, plugged in, and custom. 
When on battery you should probab;y be using power saving, when plugged 
in you can afford to run at full speed and not shut down any devices.
