There are many possible reasons, but here are some guidelines.
If this is occurring just after a reformat, it's probably a wrong
connection setting.
1. Is there a legitimate dial-up/broadband connection showing network
activity (i.e. the "two flashing monitors" icon in the system tray)?
2. Are other online operations, such as e-mail, newsgroups or FTP,
working?
3. Are the settings for Internet Explorer correct for her ISP? Check
IE's "Tools" menu >> "Internet Options" >> "Connections" tab. Most
ISPs have a support page on their website where you can match your
settings to their own specifications.
I find that most frequently, the type of error you've stated is due
to some wrong proxy settings, or the absence of a proper connection.
If all the connection details are accurate, it's probably a spyware
or virus infection crippling the browser.
The more you tell us, the more detailed info we can pass on.
