First open OE go to Tools -> Options -> Maintenance -> Store Folder -> make
a note of the alpha numeric string listed
{CA06B028-4672-4571-9530-FE4DF065D818}, click cancel
Go into reg edit got to
HKEY_CURRENT_USER\Identities\{9699594B-4541-4455-8E34-924511B9E2BA}\Software
\Microsoft\Outlook Express\5.0

At this point I just export that key, since it has all the blocked senders,
signatures, and other OE settings or if you just want the message rules,
keep going down till you see
Rules)(HKEY_CURRENT_USER\Identities\{9699594B-4541-4455-8E34-924511B9E2BA}\S
oftware\Microsoft\Outlook Express\5.0\Rules
