The scanning on shut down is probably an antivirus or anti-spyware app that has 
the settings on to scan the system on shutdown. It could also be a defragmentor 
doing the same, defragging on shutdown. You need to see if there's anyway to 
get the name of the process doing the scan. If there are no title bars, try 
doing CTRL-ALT-DEL and seeing if you can recognize the app.
The email scrolling, however, I cannot help you on.
