I would suggest that when you start looking for power, you first look for 
software that will be able to use the power.

For example, it would be a waste of money to buy a 64-bit dual core 
processor if there is no software that you can use (or afford) to do the 
things you want to do.

That said, depending on the actual software you decide to buy and how you 
will use it, the fastest Pentium 4 with 2 to 4 GB of RAM and 500 GB or more 
of hard drive space should be adequate for most anything.  Also look for a 
video card with at least 256MB of RAM and even 512 MB might be better 
especially if using Vista Premium or Ultimate or more than 1 monitor.  8 GB 
RAM and 1000 GB of HD space would not be unreasonable if you were doing 
professional audio/video/photo editing or setting up for use as the core of 
a High Definition Surround Sound Home Entertainment/Multimedia system and 
DVR.
