The link worked for me as well... but, found this notice on their page =
that may be the problem:
"The Board of Barbering & Cosmetology's Web site and associated online =
services will be unavailable from 6 p.m. Thursday, Nov. 10, through, 8 =
p.m. Sunday, Nov. 13, while equipment is moved to a new location."
