If you consider cable modem service "high speed service" then the reason 
given to me was to verify their service would in fact, work as advertised. 
I didn't give them the serial number of my computer, rather I gave them the 
serial number (and make) of the cable modem I am using. It reduces the 
number of trips they make to my house for maintenance, or so they say.

As for it being standard, we only have one such service here, so I am not 
able to compare.
