3D is the Hex code for = 0D is the Hex code for CR (Carriage return) 20 is the Hex code for a space I suppose the difference between 0D and 20 depends if the writer puts a carriage return at the end of the line or just puts in a space and lets the line break when the program decides that it is time for a new line. I don't know why the = shows up.
