does anyone know if the free zone alarm, or the free outpost watch for outgoing
transmissions?
or is it incoming! I recall that zone alarm free, at least - used to only watch
for them going one way.

There are many programs (MS is famous for them) that as soon as your online,
the programs are activated and send home some information or at least make
contact with home.

Actually "undesirable" could be defined (in my opinion) as any program
sending info out without you telling it to do so.
