I'm thinking the two (delays vs. online access) are not related since email 
delays occur outside of your system.  The message delays are usually the 
result of there being more traffic than the servers can handle, but there 
are other possibilities, none of which are within your control.

As for the access issue, did you make any changes at all to your system 
within the your last computing session before they began?  Keep in mind that 
a session starts when you turn on the system (or reboot) until you turn it 
off (or reboot).  Changes can be updates, app installs, option 
modifications, hardware replacements, etc.
