I had trouble getting scan disk and defrag to complete a few weeks ago.  I
had to change my connection option in OE to never connect, disable my
automatic updates for weather pulse, and disable Norton.  I know weather
pulse dials up to do the automatic updates and I suspect that Norton does
too.  That worked for me.
