IIRC the 4 second hold does a forced shut down/turn off. A firm push and release will do whatever you have configured it to do in the power options. Typically a choice of Sleep or Hibernate. IIRC older models could not be configured and would do a Restart on push and a forced shutdown/turn off on a push and hold.
