Have you tried a different monitor with that machine?

Just to make sure there isn't a conflict somewhere.

Also does the computer startup?
Sounds like a faulty ground, something to do with the
power supply perhaps.

Also, double check the video card. Make sure it is
seated firmly in the AGP/PCI slot.
Sometimes you almost seem like you are going to break
something in seating these video cards.

Not sure what else to do.
