    That system IS able to run XP, but he's going to need more RAM for it to 
run reasonably well.  Unfortunately, HP recommends a maximum of 256MB of RAM 
for that mainboard and your friend is already using more than that (some of 
that RAM is going unused).  See the link for the data I'm using for these

    If this were for one of my own customers, I would be very tempted to 
seek out a Windows 98 Second Edition license for him (ask friends and family 
to check their closets for older systems         lol).  Going back to 98 
would do two very important things for him.  First, 98's requirements 
weren't as high as ME's, so the system would feel like it's flying compared 
to how ME is running.  Secondly, there are still a number of third party 
Win98 support sites that have all of the various patches and bug fixes that 
MS released over the years.  We can help you locate them when needed.  MS no 
longer supports 98, but it also no longer supports ME (so the backwards jump 
won't place him in any more peril than ME provides).
