I've used weatherbug and it wasn't a real problem.  It has adds and uses system 
resources though.  Best bet is to run Adaware right after you install it.  
Frankly, I use either:

http://www.weatherunderground.com/US/

or

http://www.weather.com/

for what I need, or I also have a registered version of Weather1 which is 
great.  You can find it at:

http://www.weather1.com/index.asp
