I use WIN AVI Converter, it is a cheap program I can't remember what I paid but 
it does just about everything.  even some things it does not say it does such 
as swf to wmv.  I highly recommend it for turning wmv or avi to DVD.  It makes 
real DVD files not just VCD.

The tutorials here (for turning DVDs into [S]VCDs, among other 
things) are among the best I've seen; some nice, visual guides to 
what can be a complicated process.

Don't forget www.doom9.org either, which also has a wealth of 
information, although fewer pictures. :)
