Steve,
    You're exactly right.  It must be downloaded to your hard drive and then 
the ISO must be burned to a CD or DVD.  When burning the ISO, you're not 
burning it as data.  The ISO is a sort of package file that contains 
everything (including boot files) to create a bootable CD.  Your burning 
software should have an option to 'burn an Image file' or something similar.
