I think if the government wishes to see what we are doing with our computers
they could just monitor the internet.
Cable, satellite, cellular and telephone.

They do have the resources wether they will use them to invade our personal
freedoms and privacy is another issue. 

I likes the comment in one of the movies I think it was 'Men In Black' 
"You don't really think we spend $500 for a hammer do you?" <VBG>

I honestly don't think the gov't will unnecessarily invade citizen's
computer's -or privacy -  they have many more important things to be dealing
with. If there is a reason to be suspicious, then that's a different story.

Is it possible? Yes.
Is it legal? Depends on circumstances... meaning if they have reasonable
cause to believe you're doing something illegal... and, no, I'm not sure
"how much
illegal" it needs to be. I'm sure its harder than believed to get such a
warrant... but, not sure.

Can it be prevented? Maybe, using firewalls, AV apps, and some common sense.
But, you know, this is the government. I'm sure they have stuff out there
that
can bypass anything we have. Who knows.
