Maybe.  In a desktop, with lots of room inside you would simply plug
in a high-speed USB card.  On a laptop it is far more difficult...
Even just to get the case open, let alone find room for an expansion
card.  You may find it easier to save up and buy a newer laptop.

Check with your manufacturer or retailer and see what your options
are to upgrade to USB 2.0.
